Professor Dr. Desheng HU is a leading inter-disciplinary scholar majoring in the areas of international and comparative law, as well as science, policy and law of natural resources, energy and eco-environment.

Dr. HU, Bachelor of Law (in international law, Peking University, 1998), Doctor of Philosophy (in water law – environmental regulation, University of Dundee, 2005), have more than 30 years of academic and practical experience in the fields of science, policy and law of natural resources, energy and eco-environment. Before working for the Law School of Chongqing University as professor and co-chair of international law, he had worked for the law schools of Zhengzhou University and Xi’an Jiaotong University chronically as professor, and the chair of environmental law (broadly defined) of Zhengzhou University. Dr. HU was a 2014-2015 Fulbright Scholar, collaborating with professor Stephen McCaffrey at the McGeorge School of Law, University of the Pacific.

Dr. HU, has been in charge of 4 projects funded by the China National Office for Philosophy and Science, as well as more than 10 ministerial/provincial-level projects. He has worked as team-leader, deputy team-leader and/or consultant for the World Band and Asia Development Bank. He has 12 monographs in English and Chinese, 8 Chinese translation of leading English books (e.g., by Dr. Salman M. A. Salman) and 8 textbooks published. He also has more than 130 academic and practical papers in English and Chinese published, with more than half in leading journals including Energy Policy, Water Policy, Marine Policy.
