Resource Policy and Law Committee (RPLC)
The Resource Policy and Law Committee is dedicated to the study and development of legal, institutional, and policy frameworks for natural resource governance. Its work covers resource legislation, environmental regulation, property rights, resource access, public participation, compliance mechanisms, transboundary resource governance, ecological protection laws, climate-related resource policies, and international resource governance systems. The Committee recognizes that effective resource management depends not only on scientific knowledge and technical capacity, but also on sound institutions, enforceable laws, and coherent policy design.
The mission of RPLC is to promote interdisciplinary research and professional dialogue on resource policy and law. It seeks to provide legal and policy support for sustainable resource use, ecological protection, resource security, and equitable governance. The Committee connects legal studies, public administration, political science, economics, environmental science, geography, and international relations to address institutional challenges in natural resource management.
The vision of RPLC is to contribute to transparent, accountable, fair, and effective governance systems for natural resources. It supports policy and legal frameworks that balance development rights, ecological responsibilities, public interests, and the rights of future generations. The Committee emphasizes rule-based governance, scientific decision-making, stakeholder participation, and international cooperation, especially in areas involving shared resources, ecological risks, and cross-border environmental impacts.
The responsibilities of RPLC include organizing legal and policy seminars, expert consultations, comparative studies, and international dialogues. It may support research on resource laws, regulatory reform, policy evaluation, environmental justice, conflict resolution, and governance capacity building. The Committee can also contribute to policy briefs, legislative recommendations, institutional assessment reports, and professional training programs. It pays particular attention to emerging issues such as critical mineral governance, climate adaptation policy, biodiversity protection, water rights, land-use regulation, and corporate responsibility in resource development. Through its work, RPLC aims to strengthen the legal and institutional foundations of sustainable resource governance and provide professional support for more coherent, enforceable, and equitable resource policies.
