Dr Philip ANDREWS-SPEED is a Senior Research Fellow at the Oxford Institute for Energy Studies’ China Energy Programme. He has more than 40 years’ experience in the field of energy and resources, starting his career as a mineral and petroleum exploration geologist before moving into the academic field of energy and resource governance. His research has been directed at the governance and regulation of energy and natural resources with a focus on Asia, especially China. The current focus of his research is on China’s role in clean energy supply chains.
Dr ANDREWS-SPEED has more than 40 years in the field of energy and natural research. He started his career at the Universities of Columbia and Cambridge with field work in the Andes and Himalayas and a study of heat flow in the United Kingdom’s North Sea. He then spent three years in Zambia a gold exploration geologist before switching to be an oil exploration geologist in for BP. There he worked in the UK, France, Indonesia and, latterly, in China. In 1994, he retrained in energy and resources law and policy at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) at the University of Dundee in Scotland. After gaining his LLM degree there, he joined the academic staff and began his research on the governance of energy and natural resources in China, including China’s international energy and mineral activities. He spent 15 years on the staff of CEPMLP, latterly as Director. After a spell in Washington DC at the German Marshall Fund, he moved to Singapore where he joined the Energy Studies Institute of the National University of Singapore. This gave him the opportunity to undertake research on Southeast Asia. After 10 years in Singapore, he returned to the United Kingdom in 2022 and joined the China Energy Programme of the Oxford Institute of Energy Studies. He has authored and co-authored more than 50 papers in international refereed journals and 6 books. The most recent of these books, China as a Global Clean Energy Champion: Lifting the Veil, co-authored with Zhang Sufang, received the Best Book Award of the International Association for Energy Economics, 2024. His current research focuses on China’s involvement in critical minerals and clean energy supply chains.
